Bad rattle, what is this?

Driving around yesterday I started to hear a bad rattle/grind coming from the rear. I looked closer and could hear it from both sides.

After I got under it, everything looked fine except for this loose thing above my spare tire. Hopefully you can tell me what it is, and/or how to fix issue. Thanks.

My setup:
'06 tb ls. No g80
Marks old front spacers
Skyjacker softride springs in rear

All else stock.

Your pic is just showing the heat shield for the spare. Drop the tire and tighten it up if its loose.

Thats what i needed, thanks. I am not mechanically inclined in the least, so the simplest of things escape me
