A lot of these electric fuel pumps use the fuel to help keep em cool. Running it that low can have a pretty negative effect on the life of the pump. Not to mention a fair amount of sediment builds up in the tank over the years and you risk sucking that up into the lines and clogging the fuel filter.
I have yet to see a fuel injected rig with a large amount of sediment in the tank, its usually a very small amount. The pump sucks from right off the tank floor, so the fuel level should not affect sediment being sucked into the sock.
It is a good practice to always have at least 1/4 tank or more, you never know when an emergency will come up and a 1/4 tank will get you most places.

BS. That is the biggest wives tale ever. Simply just doesn't happen on a fuel injected engine. I was in my 15 year old gas tank last year to change the fuel pump, NOT a speck of debris or sediment. It was perfectly clean in there. Also, the filter sock was perfectly clean as well.
