What about incorporating a hitch receiver into the bumper? I know you have talked about no wanting a permanently mounted winch, so that would allow you to have a bit more flexibility with a winch.

KMA has a solution for differing body heights. They have the vertical 'stiffeners' welded into the bumper, but include the frame C brackets in the package. You weld the C brackets on to the vertical stiffeners at your intended height to determine your body gap. You could do the welding in house based on 3 positions... (no body lift, 2" and 3" body lifts)... just leave a 3/4" or so of clearance to ensure there's no tolerance issues.
You may be able to stick your head up into my bumper during TECORE to see how the mount system works.
Also, KMA had 1/4" steel in the center of the bumper and 3/16" for the "wings" if I recall. So it's three big pieces welded together.
