That's the common Potoo bird of Venezuela, it's a close relative of the Fugawi.

The Fugawi bird (Foulapus Fugawikis)

The Fugawi bird is a gentle, peaceful carnivorous bird. Though it lacks the ability to fly it does reach heights of up to 100ft by building up gas in it intestines and maneuvering itself with it's small frail wings. At birth the Fugawi is a mere 72 inches tall but grows into a full size adult bird in just 60.5hrs depending on the season, reaching heights of 5.5 inches tall.

The males of the species are generally smaller and are eaten by the female upon mating, his beak is then used as a tool to ward off predators and to assist in cracking the egg shells to release the infant Fugawi.

Fugawi eat a diet of cows, sheep, deer or any other large mammals they can find, in parts of the world where food is scarce they have been known to eat the elderly or anyone who is slow enough for them to catch.

Fugawi are solitary birds and only meet to mate, they are almost impossible to find due to their colors helping them blend into the sky as they slowly drift around, and many are simply mistaken for a stray balloon.

This is all that is known about the elusive Fugawi, this is why my must continue our relentless search to study them, exploit them, and save their habitat, what ever it may be.

They shrink? And how does a 5.5 inch tall bird give birth to an egg that houses a 72 inch tall bird?

I thought they couldn't fly.

You forget that their native habitat is very high grass. They often get lost in this grass too, due to their very small brains. They forget their location, destination, and orientation very quickly. When they do, they shoot up and let loose their "warble" that sounds distinctly human.

They can't "fly" they float like a balloon. But is takes six weeks to get enough gas to float for 1hr! So they hop up above the tall grass warbling, So we need to protect any tall grass. Quick outlaw lawnmowers!
