4wd only in neutral.......

Been a while since I've been here but I need help. My TB has 4wd works like this.
Start in 2hi in gear
Turn swith to 4hi and light is right but service 4wd comes on and no 4wd working.
Put in park, turn off then restart and service 4wd is off. Put in neutral and shift to 4hI,put in gear and it worked
Start in neutral again and shift to 4lo. Put in gear and works

Seems as though if I'm in gear I cannot shift on the fly anymore. I'm would assume my encoder motor is just weak and needs replace.

What do you all think?

The encoder motor does seem like a possibility though.
