06 Trailblazer XLT 4x4, EVAP Monitor INC

Something not working right?

Bought a 06 Trailblazer XLT 4.2 V6 and can't get it to pass emissions. Ran through multiple Drive Cycles, at least 5. Started with about a 1/2 tank of gas ran it down to 1/4. Filled up to about 3/4 and ran back down to 1/4. Tried to follow the standard drive cycle procedure as best as I could. No check engine light. No error codes. But the EVAP Monitor still says INC. I have an Actron 9580 Auto Scanner but can't drill down into any EVAP test to see if anything is not logging in or holding things up. When I go into the EVAP monitor test the scanner just tells me that a command was sent. Might have reset the whole thing and it may be starting drive cycles back to the start? Any ideas or direction?

I had an evap sensor go out, the one near the top of the gas tank but it threw a code.
