I would also be curious if those balancing beads might help.
I've never used them but I don't recall them being that expensive.

Take them to a shop that has a "road force balancer" not a standard balancer and they will be able to tell you specifically what is wrong with the tire or wheel. Within minutes. Then the Dicking around is done.

in the shop we marked the tire & rim with yellow paint from a parts marker
break down the rim & tire
rotate the tire 180 degree & remount
rubber density, steel/aluminum density varies
& you should never have more than 2ounces of weight on any rim, if you do ask them to do this & it will improve
