Does anybody here know where and what you turn for the tensioner screw to tighten the e brake so it will actually hold m truck on a hill????

Ok I found the star wheel that you need to turn to adjust it but it doesn't look like its doing anything...

So for anyone who has done this which way do you turn it?? Do you turrn it so the top of the star wheel goes away from you or towards you??
