Will the Spohn adjustable pan hard bar sold on the tbss website work with lifts? That site seems to be oriented around lowered tbs

Yes that will work with a lifted TB. I just put one on about a month ago.

The pan hard bar is the track bar correct? This would re center your rear wheels?

The most optimal is adjustable pan hard (aka track bar) and the drop bracket to get the pan hard bar at rest level with the axle.
